In brief, I decided to write this post because during the nearest weeks I have got requests from a couple of Product Managers. They lived in different countries.       Thanks for your comment.
      If a Scrum Master has experience of founder or senior employee in product-led company and also has some extra-curricular activities, not related to the day-to-day job duties, then yes, (s)he can. And you are completely right – (s)he must apply under Business Route of Tech Nation Visa.
